Data Governance of e-Governance Applications : A study on e-Counselling System of Odisha

Abstract


Day-to-day, the number of e-Governance applications are increasing. Now, the success rate of e-Governance applications has crossed 30% with the past record of success from 15% to 20%. With this increased number of good governance applications, there are numerous challenges during implementation of e-Governance projects. One of the major challenges is data management. It is experienced that, due to the failure at any stages of implementation, the complete project is failing. Particularly due to erroneous data the end result is not successful and many issues are cropped out. The objective of this paper is to analyse and suggest a data governance approach to make the e-Governance applications successful. Further, it emphasizes on the data mining of error free data for providing transparent course of action for the benefit of the end users. In fact, the objective of any e-Governance project is to provide better and efficient services to the common men at their door step. Here, one of the e-Governance applications, that is e-Counselling project, implemented by Government of Odisha since 2010 is taken up for the study. Consequently, it gives an approach for all other e-Governance applications for better and effective Data Governance.
